THE PEOPLE SHALL HAVE THE RIGHT TO HUNT, TRAP AND FISH SUBJECT TO REASONABLE REGULATION BY THE STATE AND NO COUNTY, MUNICIPALITY OR POLITICAL SUBDIVISION OF THE STATE SHALL REGULATE AN INCIDENT OF THE RIGHT TO HUNT, TRAP AND FISH.
This is in direct conflict with the Home Rule trapping bill which is, of course, a prelude to a home rule hunting bill. Municipalities must be able to protect their citizens from lurking hunters whose arrows can travel for many yards and bullets can travel for miles.
